Fishing boats allow a civilization to harvest the valuable crab, fish, whale and pearl resources. to construct fishing boats, you must build a work boat in a coastal city (after your civilization has learned the requisite technology). work boats are consumed when they construct fishing boats.. Limond 9 years ago #5 first have the city be on the coast, next research pottery, then research sailing. open up production tab and then should be able to make work boats (right under workers), when completed the triangle tab will show up where workers do, left of the city nameplate.. Here's a dumb question. are you sure you haven't developed the resource? if you use your fishing boat, but are not working the tile, you won't see nets. mouse over it to see if you have developed it. you can always got into the city and move a citizen to work the tile and see if the graphic changes..
